Looking at the source of it, it should work the way you called it... unless adn started to refactor it and didn't finish or something.

A shot in the dark: you put local wf = require whatever in love.load, and you're trying to call wf from elsewhere... but as pgimeno said, post more code.

Apart from the necro-posting you performed previously, yes, the encode function can only save to the save folder like literally all other löve related functions. You mean you're trying to load it, not upload it. And by default, that's not going to work, löve only supports relative paths from where your main.lua is, and the project's save directory; It does not support absolute paths like what you are trying. Not easily; löve by default doesn't support that (with the exception of dragging folders and files), but there are a few solutions; You can either use an external lib like luafilesystem and sacrifice it working with any constructors löve gives you (since they still depend on PhysFS that love.filesys...
