No , there is plenty of games distributed by steam that do not use steamworks at all

Just out of curiosity, do you have any examples? I own a couple hundred games on Steam, so there's a good chance I have one.

Steamworks is on a non-disclosure agreement and adding it into Love would add severe legal problems, you can't even distribute a .dll for working it with Steamworks for one reason - they don't even let you know it if you aren't already signed up.
Lua is not an acronym.

Yes, but you just digged up a 5-year old thread.

It is possible to use steamworks with Löve, but you'd have to modify the engine to support it. Which would require a bit of effort. I know that there is one game with steamworks support that is written in Löve (Luminosity by Windmill Games), but since steamworks requires NDA you can't distribute the modified engine.

You don't need to modify LÖVE's source to use Steamworks - you can require() a dll with Lua bindings or use LuaJIT's FFI.
