I use Paint.NET with various plugins. PDN is only good for pixel art and editing though, you can't easily create cartoony or high resolution stuff easily, for that you can look into photoshop or the cheaper alternative ArtWeaver.

Ew, why would you use GIFs? Why not use spritesheets instead? -_-

GIFs are for showing off stuff on the forum without having to upload to YouTube. Not for putting in the game.

I don't think they meant they use gifs in their game, I think they mean they can make gifs using the application.
