I have decided that I will not select the winner but let the forum members vote for it.
Do you guys think it's safe to use phpBB's poll function? Or should I make a "post the guy's name you vote for" thread instead?

Yes, I think so. Just use the polling system and if you think something is amiss then we'll do it the classic way.

It seems that the admins need to enable poll creation. Could someone do that plaese?
I would prefer if you would allow me to create the poll, as I want to stylize the post a byte.
